CMD uses Minecraft’s data/resource pack system. When you install both packs, you’ll get new custom music discs that work just like the vanilla ones, but with new tracks and extra details.

Absolutely. Just install the data pack on the world/server and give players the resource pack.
NOTE; You can't add CMD through the server properties resource pack link due to it being to large for Minecraft! All Server players must install the CMD RP individually.
